Usually a rock hits the glass and breaks the glass.
When the object hits the glass air gets in (black spot), the air wants out. Temperature change and vibration make it get out, which causes it to crack.

Windshield glass is made with two layers of glass with a plastic in-between which is pretty much indestructible. I’m not an engineer though and can’t guarantee it doesn’t.
There are instances where the rock will break both the outside and the inside of the glass, these can not be repaired.
Unfortunately the black part of the windshield is very hard to notice a chip, it’s also the most sensitive part of the glass.
